Launch of the “Entité Multi-Acteurs” (Multi-Stakeholder Entity) project on construction waste traceability


In 2019 the DÉMOCLÈS collaborative platform undertook a preliminary study on a construction waste tracking system The came to the conclusion that traceability is a need shared by all stakeholders* in the construction industry, who wish to:

“End-to-end” traceability of waste coming for work sites and transparency in all stages of waste management;
• A system based on streamlining practices, the creation of a common language (standardisation of streams, data sharing protocols) and shared tools;
• A simple, on-line tool, enabling simplified interaction between all stakeholders and a view of streams during their time at work sites.

To meet these requirements, a study has shown that it is necessary to create a multi-stakeholder entity that:

• acts a guarantor for the traceability and the consistency of tracking data with the help of a governance system bringing together all stakeholders in the construction industry value chain:
• provides a decision-making tool by creating a relationship of trust between the stakeholders whilst respecting their independence and data confidentiality.

The EMAT (MSTE) project results from this work: Entité Multi-Acteurs pour la Traçabilité (Multi-Stakeholder Traceability Entity) in construction waste. With the support of the public authorities, seven companies joined forces in order to undertake and pre-fund this project: Bouygues Bâtiment France Europe, Eco-mobilier, ecosystem, Paprec France, Suez RV France, Valdelia and Véolia Propreté. The consortium submitted a application to Plan France Relance in order to prefund a prefiguration study for the EMAT project. About fifty economic and professional organisations representing all the stakeholders within construction industry value chain also joined the project that will start in the beginning of 2021.
